The Guiding Opinions of the Central Committee of the Communist Party of China and the State Council on Supporting Hainan to Comprehensively Deepen Reform and Open Up clearly state that development does not mean sacrificing the natural environment, but on the contrary, it is more necessary to ensure its high-quality environment. Professor Shi Haitao, Vice President of Hainan Normal University, answered the reporter's question, elaborated his own insights on ecological protection and the establishment of a green industrial system, pointing out the need to establish a new national parks management bureau, the previous cities and counties of the land, forestry, agriculture and water conservancy, such as environmental protection and multi-management departments unified into a regional management, which can break the original nine dragons to rule the water, multi-management, cross-functional responsibilities, such as the system of obstacles.
